In this regard, in 2019, DINET implemented the Security Management Program for the international trade logistics chain under AEO requirements. It should be noted that most of the security-related requirements were already implemented in DINET's operations because it has held BASC Certification since 2007, and the requirements for obtaining this certification are similar to those of AEO.
What is AEO?
An Authorized Economic Operator is a foreign trade operator that meets the following conditions:
• Adequate Accounting and Logistics Records System.
• Financial Solvency.
• Adequate Security Level.
This makes it a trusted operator for SUNAT, thereby obtaining customs clearance facilities due to the simplification of Customs controls and procedures. To date, the following operators can be certified as AEOs: importers, exporters, bonded warehouses, customs agencies, and express delivery service companies. The AEO falls within the framework of the WCO's SAFE security standards.
Why was the AEO Operator created?
The AEO was born from the need to adopt schemes that guarantee the security of processes and operations within organizations (reflected in supply chain security), thereby obtaining benefits in terms of control and simplification of their foreign trade procedures, which translate into better growth opportunities for companies and well-being for people.
What security requirements must be met to obtain certification?
The AEO must meet minimum security standards, which can be summarized as follows:
• Security in the selection and monitoring of business partners.
• Physical security and access to its facilities.
• Security in its processes or operations.
• Safety in the handling of containers and other cargo units, as well as in transportation.
• Safety in the selection, hiring, maintenance, termination, and training (on security issues) of personnel.
• Information and computer system security.
In this regard, DINET urges all its business partners (who are within the scope of the certification) to join the AEO Program. Together, they will contribute to minimizing the commission of crimes within the supply chain, in addition to obtaining facilitation in customs procedures and controls, which will contribute to the growth and competitiveness of companies and, therefore, of the country.
